Following an initial planning appraisal a formal planning application for an extended roof void to allow for two new bedrooms at first floor and a bespoke sun room to the rear was submitted and subsequently approved by Derby City Council Planning Department. The project has also received full approval for building regulations and work is scheduled to start in spring 2019.
The proposal was considered against the following Local Plan Policies, the National Planning Policy Framework where appropriate and all other material considerations. In the opinion of the local planning authority the proposed house extensions, as amended during the life of this application, is an entirely reasonable form of development in terms of its scale, architectural style and impact within the street-scene. The proposed loft conversion and dormer windows would be reasonably sited within the front roof plane and would overlook the public highway. This component would not, in the opinion of the local planning authority, be unduly detrimental to the overall character and appearance of the street-scene. Although the application has generated a number of objections the amended proposal is a reasonable form of development in overall design terms and there are no substantive planning reasons why it should be resisted in this case. Some of the objectors draw reference to an appeal decision at 5 Cotswold Close (under appeal ref: APP/C1055/W/15/3012842), but this decision relates to a different form of development with different contextual issues - albeit in the same street. This application has been duly considered on its individual planning merits and it accords with the adopted and saved policies listed in this decision notice. In dealing with this application the City Council has worked with the applicant / agent in a positive and proactive manner and the overall design has been suitably revised.
